Updated 1070 to 1080ti and still can't maintain steady 60fps in city (online). Is the CPU limiting performance?

Well, it's true that GTA is quite demanding on the CPU, so switching to a GPU wouldn't make much difference. Plus, it performs better on Intel hardware (though I don't know why, but I do). I wouldn't anticipate maintaining a steady 60fps in the city due to the high density of cars, people, players, and explosions. Outside the city, I'd expect a consistent 60fps with your configuration. You shouldn't be facing a bottleneck from your CPU. However, your RAM is a bit slower, and while the Ryzen handles 3200+ MHz RAM well, it's still worth considering. Also, I would heed @Tech Guru's suggestions regarding the settings adjustments. Perhaps reducing anisotropic filtering by at least half would help. I don't have a very good system, so experimenting with those changes isn't something I'd try.
