I changed the display mode to windowed or fullscreen, and the framecap setting was probably a typo. I’m not sure why screen type matters, but I guess it’s just something I should have understood.

It seems the GPU might be limiting performance, and the FX CPUs could be outdated.

If you're using a windowed mode, Windows Aero can make it perform at desktop speed, which is typically 60Hz.
