Spent some time yesterday and didn’t notice any cheaters, though now the servers are nearly empty. The highest number of players I’ve seen is eight in free play.
Because R* set up their matchmaking to be P2P, so anything goes right now since R* can't do jackshit about it. The only way R* can ban these people is if they get player reports and/or they catch the cheaters themselves. R* really dropped the ball hard on this one, it was already bad on consoles, but this is just a catastrophe.
They stopped supporting mods, got frustrated, and began creating cheats for online play. The money stays completely yours—no loss of funds, no bans. A guy gave me 900 million and almost ruined my game; that was about a month ago, and nothing’s changed. You’re doing well.
Ugh, I really need some of that experience. I almost lost a bunch of my cars because they vanished from my garage, and honestly, there weren’t any cheaters around, so I didn’t get any free money.
There were some unofficial modifications for GTA V online, though it's possible you misread the information.

Actually yes you're correct, there is: https://gta-mp.net It always people to host their own dedicated servers and I believe it's suppose to resemble the original GTA:SA MP mod. It appears to be in alpha so I'd only use it for testing until it's stable, or it could already be stable, haven't really played around with it at all.
