My friend is experiencing incredibly frustrating stutter lag in GTA 5, which is completely out of character for his system. He has a powerful setup – GTX 1060 with 6GB of VRAM, an i7-8700K processor, and 8GB of DDR4 RAM – and usually gets around 70+ FPS on max settings. Recently, however, he’s been seeing frame rates drop below 70 and experiencing severe stuttering, despite his hardware being perfectly capable.
We've ruled out several common causes: overlay conflicts from Steam and GeForce Experience, GPU thermal throttling (temperatures remain consistently low), and CPU overheating (below 60°C). We even checked for driver issues but found nothing.
The oddest thing is that his CPU usage is consistently very low – around 11% – while all cores are active. This seems completely disproportionate to the graphical strain he’s experiencing.
Has anyone else encountered a similar issue, and if so, what steps did you take to resolve it? I'm really hoping for some insight!

Is this game on an SSD? Post pics of the game running of task manager - CPU %, RAM %, etcetera. Also, post up specs for the system.
Yeah he has updated his drivers to the latest update, he does have his fivem on SSD but GTA 5 on HDD, i will be able to send you screenshots in about 1 hour if that works for you.
I'm at work until 5, so ill be around in 4 hours. Have him uninstall the latest drivers, restart pc then install the previous drivers that were around before the latest drivers and let me know.
