Motherboard isn't responding properly. PSU tested separately, fan starts but no PSU fans, VGA card and iGPU don't work—still shows green light. Does grounding the board to the case make a difference?

It's possible to run a motherboard in mid-air without grounding. The PSU provides ground, 12V, and 3.3V power.
