He mentioned seeing green dots everywhere on the screen in both Windows and BIOS. This could point to driver issues or hardware problems. Since he has backed up his files, reinstalling Windows might be an option. His graphics card is a GTX 1650 with a Ryzen 3 3200G.

Verify with a different screen and cable, but it seems the GPU might be faulty.

Do you have an alternative cable ready? Check it first. Try the monitor's other port if available. I think the issue might be the cable itself, or possibly a damaged connector on the monitor (or at least not the GPU side).
