I was discussing VRMs on the GPU (http://i.imgur.com/FHUAH75.png). In my case, it's on the PCB because it comes from my laptop. Still, I've already applied thermal grease, but the connections aren't holding well. I'm considering switching to thermal pads instead. I ordered 1mm thick ones, but I'm not sure if that will be sufficient. Back to my question.
Oh, I thought you were referring to the VRMs on the motherboard. The pads should be adequate, and I wouldn't really use grease there either. To be honest, whenever I've replaced graphics card coolers, it's always recommended to use pads on the memory and grease only on the core, same idea.

Avoid using thermal grease and a thermal pad together, as it would waste too much material and hinder heat flow. Stick with one or the other.
If you're referring to thermal grease between the CPU top, the IHS, and the heatsink, then yes.

Are you referring to after applying paste and mounting, and adding more in the edges? That seems unnecessary. If you applied the paste correctly, it should already cover adequately.

Im asking because between my heatsink and vrams there is a space and i know that thermal grease its not good for filling big gaps so im going to use thermal pads but to make sure everything connects a little of grease? sorry for not mentioning its for vrams not cpu

No dont put thermal grease of any kind on those, you'll fry your motherboard and potentially anything connected to it.
