Hey there, I'm facing a puzzling problem with my system. The CPU model is Ryzen 9 5950X, motherboard MSI B450 Tomahawk Max II, running Windows 11 Pro. The GPU is RTX 3060 and the BIOS is up to date. I'm using an ARCTIC Liquid Freezer II as a cooler. Initially, I noticed high idle temps around 70°C, but the CPU was consuming 120-130W even when idle. Task manager showed minimal usage (1-2%), everything closed. When I entered safe mode, the problem disappeared—though monitoring tools didn't work there. On Linux it worked fine, and on my PC normal temps and power draw were observed via OCCT. It seems like a Windows issue.

I've tried many fixes in BIOS: PBO off, XMP disabled, global C-states enabled, Low Current Idle turned on, PSS activated. I also reinstalled chipset drivers, checked DDU (not GPU related), and confirmed the balanced power plan was selected. The only temporary fix was setting the processor state in the power plan to 99% to avoid overheating, but it blocked boosting.

I ran `powercfg /energy` and saw errors like USB suspend issues and a disabled PCI Express async power management setting. A forum post with similar symptoms (Ryzen 9 5900X + Tomahawk) made me rethink a factory reset, which I was planning but decided against.

Any suggestions? Thanks!

Consider reinstalling Windows if the issue isn't present on Linux.

It seems like the device is consuming significant power, so you might want to check for any background processes running.

I'm actually considering this option, just to confirm whether it will resolve the issue. The CPU activity appears to be happening, but the Task Manager displays only around 5% usage, which is unusual. Other monitoring tools also show minimal activity, making it puzzling.
