I tried to boost the GPU speed without changing the voltage or power settings to 115 from 100. It seems stable, though the maximum voltage shown is 1175mV and the voltage stays around 1200mhz, which matches what I expect for the ASUS Strix GTX 970. Thanks.

The card performs this function as well.
It is embedded in the BIOS.
When it reaches its maximum frequency of 1267mhz, it automatically raises the voltage.
