This could be connected to a RAM problem. Using just one channel isn't ideal for gaming. For everyday tasks it's not a big concern, but for games it really helps to have dual channels. At lower settings, the CPU tends to be more active, which is especially noticeable in older titles like GTA V. I recommend adding another 2400Mt/s RAM stick if your laptop has two slots.
It isn't a RAM problem since this hasn't occurred before; it began after I reinstalled Windows recently.
