I'm testing with my laptop SSD (Kingston 240GB) but the performance remains unchanged. Should I investigate further? The GPU might also be faulty. Also, your online benchmark score of 5970 is decent—good or not depends on your goals.

Your gaming performance hasn't improved after reinstalling Windows. It might be related to your graphics card—checking the motherboard or power supply could help, though those are less likely. Alternatively, the PSU could be the problem. On the positive side, RX 470s are affordable and perform well.

You've noticed the GPU clock is locked at 135Mhz. Try checking for firmware updates or resetting the GPU settings. Regarding power usage, at 195% TDP while idle, it's likely consuming more than expected—consider lowering the workload or adjusting power limits.
