What you're referring to is the power limit, voltage, etc., at 100%. Are you asking if the sliders were left at their default 100% settings, or did you adjust them to the maximum? This is common with GPU overclocking, as it usually requires some adjustment on the power limit slider to allow the increased clock speeds to function properly.

Also in the grand scheme of things as well, 15-30Mhz when you're already floating around 2.0GHz is between 1-2%, which is already within a margin of error. Unless you were trying to aim for leaderscore boards, I wouldn't really worry about it.
