GPU remains locked at maximum clock speed following an overclock.
I set up MSI Afterburner and performed some overclocking on my old AMD 6670. The default settings were 800 MHz for both GPU and memory clock. I increased them to 880MHz and 900MHz, which worked without problems but caused the temperature to rise significantly (~70ºC). After returning to the default values, the normal temperature was similar, so I tried overclocking again. However, I encountered an issue.
I couldn't overclock it or underclock it with MSI Afterburner or AMD Catalyst Control Center. The GPU/Memory clock remained stuck at 800MHz, regardless of whether I was playing a game or not. I reset both AMD CCC and MSI Afterburner to their default settings, uninstalled the programs and reinstalled them, but the clocks still didn’t change.

Any suggestions on how to resolve this?
EDIT: So this turned out strange. I went out for lunch and came back with a miracle fix... I’d still like to understand what caused this so I can decide whether to try overclocking the GPU again.
Attempt to reset your BIOS using the jumper. This could potentially fix the issue.
