Each GPU is unique, so even identical models can respond differently to overclocking. It’s best to adjust gradually. There’s little advantage between different software options. Also, anticipate modest improvements rather than significant gains. The RTX 2000 series offers limited overclocking capabilities.

What should you consider? Would it be better to squeeze that extra small amount of juice or stick with raw dogging? I have an i9 9900kf that can almost handle borderlands 3 in badass settings, dropping to about 50 in sanctuary. Could I get it to run at 60fps with just a bit of overclocking I can manage?

I doubt you will see go from 50 to 60, that would be a 20% increase in minimum FPS. I see no harm in trying it, if you then don’t think the gains are extra heat & noise you can put it back.
