You own an R9 270X Toxic OC edition with a 1150 boost clock, but in games it consistently stays at 1100 despite having an OC. Attempts to overclock using AMD Utility show it's still at 1200 when you enter OC mode, then drops back to 1100 in games. The temperature remains below 63°C, and the fan is set to auto. You've replaced the drivers and installed new ones, but no improvement. I also have an FX8320 OC'ed to 4.7 with overclocked memory, wondering if that might affect the GPU's ability to overclock.

Use MSI Afterburner to monitor performance, adjust fan speed to 70 percent for cooling without overloading it

No program assists, I cleared the CMOS and began from scratch using the original. It did start up, but after a while it returns to the 1100 even though the stock should be 1150MHz.
