GPU model is NVidia GeForce GTX 1070 with 8 GB RAM. CPU is i7 7th generation. RAM is 16 GB. The OC settings aren't being applied because the EVGA Precision XOC (steam version) wiped the GPU's bios, preventing updates.

if you own an OEM GPU they might have turned off overclocking. they didn't reset the GPU BIOS. if that occurred it wouldn't function properly. probably concealed it. there are methods around but they require a special hardware adapter to link to the BIOS chip on the GPU board and you need to implement custom microcode, etc... seems like your situation is similar. avoid overclocking here.
