GPU gets stuck on PCIe 2.0 x16 speed during startup?
My 9070 XT GPU tends to freeze at PCIe 2.0 x16 during startup, usually functioning well at 4.0 speed but occasionally getting stuck at 2.0 and failing to reach 4.0 even while playing games. I believed it was a power-saving feature, but I turned off all PCIe power-saving options I could find, including disabling PSPP policy in BIOS. I manually set the PCIe speed to 4.0.
I also disabled the PCIe Express option from the high-performance power plan in Windows.
Several users reported similar issues, and it seems to be a problem with MSI motherboards generally. I reached out hoping for a fix, but so far no relevant posts were found on MSI forums—possibly because few people check this regularly.
I performed a clean installation as a last attempt, but it didn’t resolve the issue.

Check if the iGPU is turned off in BIOS.
What BIOS version do you have for your motherboard?
Gigabyte 850w gold+ PSU – the brand is Gigabyte, the wattage is 850W and Gold+, and it claims 80+ efficiency. What model is your PSU and how old is it (if it was recycled)?
I tried a clean install as a last resort but it didn’t help.
What operating system are you using? Did you make a bootable USB for your OS? Where did you get the installer from? If you’re on Windows 11, did you install the OS without connecting to the internet?
Yes, I turned off the IGPU, updated the BIOS for my motherboard, and used the PSU provided by Gigabyte. The one listed is https://www.gigabyte.com/Power-Supply/GP-UD850GM — not even a year old. I installed Windows 11 with Rufus and downloaded the ISO from Microsoft, ensuring everything was up to date.
