I just want to ask a straightforward question about my GPU. I have a 1080ti, I've overclocked it, but I see something odd—when the GPU load hits 99%, the frequency of the GPU cores drops. I'm not sure why it's not stable at one frequency during full load.

It depends on the level of overclocking; you might have to increase power, temperature, and voltage limits.
