I came back from work and attempted to restart my PC, but the graphics card power indicator lit up while the GPU remained off. The VGA light also displayed an unusual signal. This issue also occurred immediately after installing a new HDD on the machine.

Inspect every cable connection. It’s possible something slipped out during the HDD installation. If adding a new device causes the system to fail, the first action should be to take it out.
