Anyone can guess the logic here. The main clock appears to be having a seizure.
As you can observe, the GPU temperature is fairly normal, so I believe it's not due to thermal throttling.

perhaps your running isn't always requiring full GPU power at the times you use it?
the questions you ask are a bit unclear.
maybe what you mean is similar to mine, where it doesn't stay maxed out but only uses what's needed when necessary?
