I believe I found the solution, but understanding the reason behind it would be helpful.
Initially, I struggled with the workaround; I tried using the GPU in my old case and it worked, then in my new one it did too. However, the 5070 Ti didn’t cooperate. Before setting up my new PC, I updated the BIOS with Q-flash. I could connect to my IGPU, but after some time it started causing issues.
After some research (advice from ChatGPT), I adjusted the BIOS settings and changed Pcie 1_1 to gen4, which resolved the problem.
Please let me know why this change made a difference.

Setting the PCIe slot to Gen 4 requires you to manually change the BIOS configuration to that PCIe version. When using AUTO mode, the BIOS couldn't determine how to communicate with the slot and the device inside it.

If I didn't have an IGPU or a second GPU, it would have been more complicated.
Maybe, though I question if that's important because all processors on AMD's AM5 platform include an iGPU except for the F SKU chip. You might have also updated to an older BIOS version, which is part of fixing issues by checking each step until you locate a fix.
