You should avoid purchasing a 1030 unless you're certain you can get a 1050 or 1650 instead.

The integrated GPU boards could surpass a 1030 chip, but only if the 1030 was available; otherwise, I wouldn’t bother purchasing it.

Yes, you're right. A model around 1650 would cost a bit more but provide much better performance. I'd also look into the used market for RX 470/570 models. The 1030 isn't especially fast, but it's still faster than the HD 4000 or the integrated graphics found in Haswell chips.
