Hi, I'm not entirely sure about what I'm doing here, but I'll do my best to explain my situation.
I have an GTX 2080 i7-6700k with DDR4 16GB RAM (benchmark results).
When I try to play games, my GPU stays at around 40-56% usage, and the FPS is usually low compared to what I expect given my specs.
For instance, in Warzone I run everything on low settings and get about 60-90 FPS with 50-60% GPU usage. This has happened with almost every game I've played, including Rust and Fortnite.
I've tried reinstalling my drives, resetting the PC to factory settings, and checking the GPU and CPU temperatures, but I'm still not sure what's causing the issue.
Is my GPU just being limited, or is there another problem?

Typically it's about 80 to low 90s when fighting someone or if there are many people nearby

Intel Core2 Quad 8400
4gb RAM DDR2 800MHz
GTX 460 768MB - EVGA OC edition
Intel DG41RQ Mainboard - Chipset G41
Now it's an older PC, but I'm still enjoying it... many classic games are playable.
I have two monitors—one at 2560x1080 and the other at 1440x900. The frame rate remains consistent on both. The only variation is in GPU usage, which rises but never exceeds 95% consistently.
Games I've tried before give similar outcomes:
Tomb Raider 2013
Metro 2033
Hitman Absolution
GTA V

What bothers me most is that my GPU lists the bus interface as 8.0 1.1 instead of the expected x16 2.0. I'm aware of power-saving features, but running a stress test didn't alter the interface speed. I'm not an expert, but this seems unusual.
