I switched from a 1050ti to a 1070. When I power it up, it needs a while, shows some odd symbols and flashes before going dark. Then it restarts. My setup includes a Ryzen 3 1200 Gtx, 1070, 16GB DDR4, 3000MHz, 500W PSU, a 1TB HDD, and a B450M.

Confirm if the GPU is brand new. For used units, have you checked it out first?

Do you still have the old GPU? If yes, try booting it with the old GPU again, see if it works. If yes, most likely the "new" GPU is dead. Or, what is the PSU model? PSU is not actually 500w, but very small chance. P.S. in the future, please be specific with model names and details following to the issue.
