Update #2 for anyone having the same problem. When I checked GPU-Z, my video card showed up as running on a PCIE 2.0 x8 line, but the slot in my case was supposed to be a PCIE 2.0 x16. I realized that the graphics card wasn't all the way into the slot; there were some gaps near the ports. After fixing it so the card fits snugly, now it runs on the full PCIE 2.0 x16 speed like it should. This makes texture loading much faster in games too. Maybe this missing space was also causing my drivers to crash and me getting BSOD errors. Hope this helps someone else!

Update #3: I still have that PC. The old GPU kept crashing it, so I changed everything else but kept both the CPU and the GPU. After I put in a new RX 580, guess what? No more crashes! Do I think the card is bad? Maybe it's just drivers or BIOS. But I tried many drivers before.
