Google Chrome consumes nearly all the CPU power.
This occurred once after installing a game. It could be related to the DirectX setup with the game.
Launch Chrome's Task Manager via Shift + Esc keys to identify the process, tab or extension causing the issue. If it's an extension, delete it.
How much memory does your setup contain? Which version of Chrome are you using? Try changing to a different browser and check if the problem persists.
