The rules against modifying GTA V have changed, but it depends on your setup. FiveM lets you build separate servers, so as long as they’re not tied to Social Club Services, you should be fine.

Just killed the first player-hosted server and now you're being rude, Rockstar. Why couldn’t you follow Square Enix? They’ve got Just Cause 2 Multiplayer on Steam with the main game.

OpenIV isn't required for the cheat tools most users rely on online. If it isn't necessary, then pursuing this step seems unnecessary.

It seems the latest update has removed DLC availability for single-player, forcing players to rely on openIV. The recent surge in engagement appears driven by promoting sharkcard purchases.
