I thought I'd achieve significantly better FPS in GTA, but it's proving difficult to maintain above 60 fps at 1080p high/ultra. I've disabled all advanced graphics options. Performance remains consistent whether online or in story mode.
Processor: i7 4790k (stock) with Corsair H110i
Memory: 2x 980Tis
RAM: 16GB DDR3 (1866mhz)
GPU: ROG Maximus VII Formula
All drivers are up to date

Which software are you employing for the overlay in the top left? Is it possible to display individual core CPU utilization? You can also view separate CPU core usage in MSI afterburner, which might assist you.

I usually work with CAM for the overlay, but I'm planning to switch to afterburner.
I'll also attempt to turn off SLI shortly.

Once SLI was turned off, my performance remained almost the same.
Regarding the CPU and Afterburner, I didn't see a way to display 4 cores; it seems those are the 8 threads in the overlay.

While continuing to play, my FPS remains near 70 and falls between 55 and 60 once I reach over 80 degrees. It might be worth removing the second card tomorrow to improve airflow.
