Despite this, some individuals consistently employ such tactics. Disappointing, yet accurate. A high-performance system—specifically a 9900K processor paired with a 2080Ti graphics card and a 144 or 240Hz monitor—allows for achieving ultra frame rates in games like Counter-Strike: Global Offensive, Fortnite, and Call of Duty, typically at resolutions of 144 or 240Hz, utilizing low graphical settings. This is often linked to the issue of input lag.

Addressing potential inefficiencies stemming from resource constraints is crucial for optimal performance. When systems possess sufficient processing power and bandwidth, issues related to congestion or bottlenecks diminish significantly. This aligns with real-world operational principles where adequate resources enable smooth and effective operation.

Regarding the monitor, I concur that this build would be suitable; however, Ryzen 3000 likely won’t enable achieving 165 frames per second across a wide variety of games as Intel typically does. Nevertheless, it's important to acknowledge that not everyone exclusively plays Counter-Strike: Global Offensive daily. Considering the user hasn’t specified their gaming preferences or budget constraints, presuming they solely desire CSGO gameplay at low settings would be inaccurate. Therefore, prioritizing a robust GPU and CPU is advisable for users who intend to engage with games demanding significant processing power and frame rates.

Because I don’t want to be overwhelmed by visual effects that obscure the gameplay, such as in the game Overwatch where settings can be adjusted to medium rather than maximum detail. It’s not about possessing powerful equipment; even though I could achieve high frame rates on higher settings. In first-person shooter games, reducing foliage density improves visibility and aiming precision.

I understand what you’re asking for now. You want to adjust display settings such as shadow filtering primarily for competitive gaming scenarios. However, these adjustments mainly benefit esports applications, and it appears the original poster hasn't specified a particular need related to this. Furthermore, if the system is sufficiently powerful, maintaining a consistent frame rate will be unaffected by these changes, rendering them largely irrelevant.
