So I've been using my PC for over a year now, and suddenly all games are struggling with low FPS and stuttering. I own a 3070 and a 7 3700x, so I believe my hardware is fine enough to run most games without lag, provided I adjust the settings appropriately. The problem is that regardless of the game settings I choose, the CPU and GPU usage keep dropping, which means my FPS stays consistently low. I can play at ultra settings at 1440p and still get the same FPS when I switch to 1080p with medium settings. My GPU usage rarely exceeds around 60%, and it stays between 50-55°C. For example, during a Minecraft modpack session I was getting about 70-100 FPS, but my GPU and CPU usage were both under 20%. I feel like the hardware could be doing much better, but it just doesn't seem to be.

Stop using the internet.
Remove the GPU driver via DDU, clean the process and do not restart.
Uninstall all processors—this is essential. Ensure you have removed 16 processors if required, and when prompted for a restart, select no to continue uninstalling.
In the Device Manager, remove AMD Chipset Software, restart the PC to BIOS, turn off AMD FTPM and secure boot, save changes, then exit.
Back in BIOS, flash the latest BIOS, then after updating, return to BIOS and set default or optimized settings. Disable CSM, enable Above 4G Decoding and Resizable bar options (these will only appear if CSM is off), then save and exit.
Power on Windows and install the newest chipset driver. Reboot and configure the power plan to AMD Ryzen balanced.
Install the latest NVIDIA driver, connect back to the internet, but do this entirely offline until the new chipset driver is installed. Reboot after completing all steps to apply XMP settings and previous configurations. Download required files before proceeding with step 1. Execute CMD as administrator, then run chkdsk /x /f /r, followed by sfc /scannow.
Check for Windows updates and install them except for the chipset (optional update). Ensure the PSU connects with a single PCIe cable per slot—use the main cable, not the branches or splits.
