The Gigabyte H310M H 2.0 includes 9th generation support out of the box. You don’t need to update the BIOS unless you want newer features. Yes, BIOS updates can be applied without a CPU intervention.

You require a detailed background and since the board lacks a bios flashback option, you’ll need a CPU. Avoid this model—the build quality is terrible and the platform is outdated. Consider Ryzen or even Comet Lake instead.

This doesn't confirm whether the BIOS is current. For the H310 model, only 8th generation compatibility is assured.

It varies based on the BIOS the board comes with... that list shows what works and which version you require. However, anything overly complex for a 9th generation chipset isn't recommended.
