Check page 112 carefully https://www.intel.com/content/dam/www/pu...asheet.pdf. I believe it's a VSS pin, which means it's a voltage connector and likely a spare part. Have you selected the entire board? The build looks rough. Also, what are your plans for using it? The 4th generation Intel chips are quite outdated, and I wouldn't suggest using them for new systems. They don't even support Windows 11.

Vss and vcc are largely unnecessary, you won't lose much by dropping them.
