Your new PC setup looks solid, but you're seeing a lower RAM capacity than expected. The BIOS lists 1333MHz, which is the standard speed for your motherboard. To run smoothly with a 3200MHz processor like the Ryzen 5 3400G, you should aim for at least 3200MHz or higher RAM. If you want to maximize performance, consider upgrading to 16GB of DDR4 or DDR5 memory that supports that speed. Check compatibility with your motherboard and ensure the RAM sticks are compatible with your system.

2 GB might be set aside by the built-in graphics card (you can modify the value in BIOS, possibly reducing it to 128 MB or 512 MB). You should be able to safely reduce it to a minimum of 512 MB... the video drivers will take some RAM from other areas if necessary, but certain games may not launch or may complain if there isn't enough reserved for a graphics card (these games only check the amount that's already set, not what the driver can actually use). RAM typically operates at half its listed rate, so your 3200 Mhz memory effectively runs at 1600 Mhz. However, by default the motherboard might be configured at 1333 Mhz (advertised 2666 Mhz) or 1066 Mhz (advertised 2133 Mhz). You should open BIOS and turn on XMP (often called DOCP on AMD systems), then pick the 3200 Mhz preset from a menu. If this doesn't work properly, you can try a lower setting such as 3000 or 2933 Mhz.

It's typical to see a 14GB limit since two of the 16GB are set aside for video storage due to the CPU's built-in GPU. The RAM rate, though, can be changed through the BIOS settings.
