It doesn't clarify the method used. It might just offer a quick EXPO, PBO, or BIOS tweak. The improvement over the standard is noticeable, around xx% faster. More details would help.

They don't mention its capabilities. The 9800X3D probably won't be even 20% quicker than the 7800X3D. It's unlikely they can boost performance by more than 35% from a single generation upgrade.

I also remembered hearing that Turbo Mode was implemented by AMD for the new X3D chips, and it wasn't limited to Gigabyte products.
