Currently GITS First Assault is available at no cost this weekend, which means it’s typically paid but offered for free now. Wikipedia confirms it’s a free-to-play title. On Steam, the purchase options listed were mostly early access bundles that included the game without showing the price and also sold loot or skin packs. Those packs are currently on sale as well. I’m unsure if the game is truly free since of these bundled offers. Let me know if you want more details!

To enjoy it during Early Access you need to pay. Once it's fully released or at least in its final version, it becomes free for everyone. Regarding skins, I assume they're temporary unless bought with cash, which could make them permanent. They might also be exclusive to Early Access buyers permanently. Just don't rely on my explanation.
