Two identical USBs show up, but after installing the drive to them, they don’t display anything or warn about “properties won’t apply.” It’s confusing and frustrating. After three days of work, I’m starting to lose hope.

The new PC is still waiting on the desktop, which requires the drivers to arrive first. Once that's done, I'll place my Windows key.

This requires unpacked drivers instead of an installer. Pressing shift-F10 on that screen will launch a command prompt. Enter "explorer" and press enter to access the usual explorer window, allowing you to navigate to your USB drive and execute the installer.
