You're not allowed to do this! Your victory is tied to the 8.1 serial number on your laptop's motherboard. You have to take it or leave it.

The upgrade converts your Windows 8 product key and links it to the Windows 10 upgrade when you launch it. If you create a Windows 10 USB for another device, it will request a new key to activate. In short, you either move to Windows 10 on that laptop or skip the upgrade entirely. For another machine, you must buy Windows 10.

It's a complimentary upgrade. If your system lacks an operating system, it won't be upgraded at all. Serial numbers remain tied to specific devices.

on reddit there are deals for affordable and genuine licenses, though it’s true they’re usually available only when upgrading. You won’t be able to use a Windows 8.1 key to install an ISO.

Upgrade the item to version 10. Everyone has mentioned this need, but obtaining it requires purchasing an additional license. You won’t be able to access it otherwise.
