Your ISP restricts bandwidth from 2 am to 8 am, but you've configured Steams to auto-download during that window. You may need to adjust your game installation settings or use a different method to ensure downloads happen within those hours.
There is an option for auto-updates available, possibly useful after initial setup, but the PC must be connected. Open Steam, navigate to Settings, then Downloads, and ensure the "Download Restrictions" box is checked near the bottom while entering the desired time limits.
