Since Windows 10 is still in development, I’m unsure where the download came from other than Windows Insider, which likely doesn’t need a license.

The Windows 10 technical preview is unavailable, but it doesn't need activation. After release, you'll need an existing Windows 7, 8 or 8.1 copy to upgrade for free, or the Windows 10 installer with a license key.
