I would definitely consider a 2TB Samsung since 1TB is easily compatible with Windows and games, and it would provide additional storage.
I wouldn’t recommend considering a reference cooler GPU model.

I would opt for a 280mm AIO or a Noctua NH-U12A on a 7800X3D CPU. A more affordable choice would be a push-pull upgrade with a Deepcool AK500, either normal or digital, to show RGB and display CPU temperatures! I’ve used a 420mm Arctic Freezer II, an 80mm NZXT X63, a 280mm Noctua NH-U12A, and the Deepcool AK500 with push-pull fan settings on my U12A on a 7800X3D. The AK500 has more fin stacks and heat pipes compared to the U12A, which helps with cooling. The Noctua NH-U12A is not cheap—about $240—but I added a $64 cover for extra style. The Arctic Freezer II is cheaper at around $159-179 and seems to perform better with AMD offsets than the NZXT X63 and likely the NH-U12A.
