An additional $200-300 would allow a CPU upgrade to a 13th gen model and a slightly better motherboard, though gains would be minimal.
Investing another $200 in a Radeon RX 7800 XT would significantly boost performance. The 4060 handles the task effectively, just like the rest of the setup.
The PSU provides surplus capacity if you opt for the RX 7800 XT or plan to upgrade later.
Taking a bit more, spending an extra $500 would:

The motherboard is superior, the GPU offers more power and likely better value. Still, for a 50% price jump, this build doesn’t surpass the much cheaper $1000 12th gen and entry-level 4060 configuration, which already exceeds your expectations.
A better choice would be to spend another $500 on a more capable CPU and a higher-end motherboard.
Opting for the RX 7800 XT at a $200 increase would noticeably enhance performance. The 4060 still performs adequately, just like the rest of this assembly.
For the case, it’s wise to select it yourself. Just verify the cooler’s dimensions and consider USB-C if important.

Nah man. The next gen, especially the RTX5000 series, will bring a huge upgrade. It’s an incredible improvement.
And he won’t have to wait forever. The next major leap will take about two years after the RTX5000 release. If he’d been here last year, he’d probably have suggested an RTX4080 setup for that price. But considering how much better the next generation will be, it’s definitely worth waiting. Especially for anyone planning to use their PC for a long time.
This one-year wait is totally worth it.

The 4080 configuration is significantly higher than what the OP prefers. That's entering the 4K performance range.
Of course, you're free to propose it as a suggestion. Consider a hypothetical GPU and estimate its likely cost.
