Policies are only valid for Pro. There are a few unconventional solutions for Home, though I haven't experimented with them.

Consider trying to launch it via the command line with "secpol.msc". Check the second answer about Serverfault. ~edit: It seems @Master Disaster matched my approach, confirming "Yes"

Verified the process and adding a user in the Settings app works identically, it doesn’t automatically create the user folder until the first login. Use the app instead.
