Resolved. For troubleshooting, I attempted to fix the M2_1 slot by hardcoding it to Gen 3 to verify it still displayed only an X1 link. After a reboot, it appeared as Gen 3 x4 and functioned correctly. Then I returned to the BIOS and set the slot to "Auto," which changed it to Gen 4 x4 and improved performance to 7,084MB/s Read/5,206 Write. I've restarted multiple times with the same outcome. No further details available beyond "it's one of those things." If you encounter this issue, consider hardcoding to Gen 3 and rebooting in Auto mode.
