I'm not sure about the situation since your OC's look quite low for a 3800X. It might be related to the CPU or something else. My 3800X can reach around 4.5 GHz across all cores. If I leave it alone and keep the stock version, it boosts up to 3 cores to about 4.543 GHz and stays above 4.441 GHz. For gaming, I usually get better FPS with the stock setup than with an overclocked one. I think I might have gotten a good silicon match with mine, but 4.2 GHz seems more typical for a 3700X rather than a 3800X.
More processing units and faster clocks can boost performance, but it's not a guaranteed win. Your CPU might have limits on power usage, and changing settings could actually hurt speed. Expecting over 3.9ghz is unusual and might trigger warnings. Running games with multiple cores while the CPU switches between logical units can be tricky.
