Are your FPS capped? If you're seeing solid frames this should be normal. GPU usage is at 100% and that's acceptable. It might just be utilizing a few cores depending on the game, so look at the CPU utilization in Task Manager.

FPS remains unblocked. I reviewed usage per core and found only a handful of cores under load, staying below 80%. It’s not as if they’re being pushed to their limits. As mentioned, GPU utilization stays minimal and doesn’t approach full clock speed to match the CPU.

Morning updates on the latest bios. It was recently released for escape from Tarkov and Fortnite. My FPS drops to around 130 in the lobby when there are many players, and reaches 150 in cities—this is too low for my 9700k setup, which usually maintains 300fps at the same settings.

I'm not sure about the situation since your OC's look quite low for a 3800X. It might be related to the CPU or something else. My 3800X can reach around 4.5 GHz across all cores. If I leave it alone and keep the stock version, it boosts up to 3 cores to about 4.543 GHz and stays above 4.441 GHz. For gaming, I usually get better FPS with the stock setup than with an overclocked one. I think I might have gotten a good silicon match with mine, but 4.2 GHz seems more typical for a 3700X rather than a 3800X.

Expecting over 3.9ghz is unusual and might trigger warnings. Running games with multiple cores while the CPU switches between logical units can be tricky. Try disabling SMT and see if you can run just six of the eight cores. Just remember, I didn't fully read the guidelines and got distracted.
