The title summarizes everything. Additional notes: Mint 21 Cinnamon works well with Dishonored 2 on a GTX 970. Stuttering happens when the CPU reaches full capacity, likely due to the R5 1600AF at 3.8GHz. Higher clock speeds improve stability, but disabling SMT didn’t help the GTX 970. The system isn’t using all 16GB DDR4 memory at full speed (3000MHz CL15), which isn’t the main issue. My '/' and '/home' folders sit on separate partitions of the same NVME drive. I’m considering a migration to Arch Linux but notice this setup might cause problems. Other titles like DOOM 2016 and Project Cars 2 run smoothly, while Steam tends to lag. Starting it offline doesn’t resolve the issue. I’ve tried a different HDD and turned off SMT, but it’s still not ideal. When it came out, many quad core CPUs already existed, so it just means that the developers are not good at optimization, or their game engine was out of sync. It's something you're going to see much less in more modern games because most modern game engines take into account that most CPUs now have 6 cores or more. I must say that your CPU is generally doing very well in 2022, easily reaching 60 fps in 95% of new games and often much more.

Check the current scaling governor using cat /sys/devices/system/cpu/cpufreq/policy*/scaling_governor.

I adjusted a few options suggested in a Steam Community guide, like VSync and Adaptive Resolution. The stuttering has decreased significantly, and the game is now playable, though minor issues still occur occasionally.
