It appears TF2 might be the issue, though I'm still trying to confirm. I'll revisit this later.

It might relate to the game (recent quake problem), possibly Win10 too. Win10 still has an odd stuck key issue—usually involving modifiers—and I see this happening daily on my surface.

You removed it and that fixed the issue. After reinstalling, everything worked properly.
