I've been checking CPU performance with MSI Afterburner in games such as Black Flag, where most cores hit 100% on the first one while others lag. In Battlefield 4 it distributes load evenly across cores. In Counter-Strike: Global Offensive it runs at full speed for all cores. It seems the result depends on the game and its optimization, yes? There doesn't appear to be a setting to balance performance across all cores.

The outcome relies on how the games are optimized. Right now, it's hard to determine which ones require heavy threading.

It relies on the optimization process. However, I wouldn't think any figures generated by acu are reliable.

It's not something a buyer can influence. It depends on the developers who build the game and decide how resources are managed. I'm not a coder, but from what I've heard, implementing multiple processor threads isn't always feasible. This affects the program's performance rather than the user experience.
