some of my games such as rainbow six siege, rust, etc don't use up all my ram. for example i have 64gb but rainbow six siege only shows 11gb in settings. how can i fix this? i think this might help with rust too.

The program will utilize only the necessary amount of RAM. Excess will not be used, and insufficient memory will lead to severe problems. It's likely your issue lies elsewhere if you're experiencing FPS problems.

I don't think so. Changing the settings in the game will display VRAM, not DRAM. OP said the game only handles 11GB of RAM, so I guess OP is a bit confused.

I think he was looking at Task Manager in the game and noticed only 11 gigs available.

Games actually don't consume a lot of RAM. In contrast, certain more demanding tasks can use huge amounts of RAM for complex calculations.
