CPU runs at 4.6ghz by default. Increasing it to 5.00ghz had no effect. GPU performance is 1950mhz on the core and 8500mhz when using memory.

You’ve still encountered the same problems after updating the board, MB, and CPU. I understand everything else functions normally on your old system, but now there’s a stuttering issue.
