I recently altered my PC serial numbers and now playing Fortnite limits me to 5 FPS, even though VSync isn’t enabled. I’ve been working on this for two days already. Performance mode is also active. Could you assist?

Sure, just turn on Rebar. It lacks PCIe Gen 4 support, which won’t cut performance much but shouldn’t lead to stuttering.
